Britain and France Will Dispatch Military Personnel to Ukraine if a Peace Deal is Agreed

The London and Paris have signed a statement of purpose concerning the deployment of troops in Ukraine in the event a peace deal be struck with Moscow, the UK Prime Minister, Starmer, has stated.

Following discussions with Kyiv's partners in Paris, he indicated that the UK and France would "set up defense centers across Ukraine and erect protected installations for arms and equipment" to discourage any potential attack.

The coalition members also proposed that the America would take the lead in overseeing a ceasefire.

Russia has consistently warned that any foreign troops in Ukraine would be considered a "legitimate target", but has as yet not issued a statement on this recent declaration.

The Situation and Ongoing Hostilities

The Kremlin's head Vladimir Putin launched a major offensive of Ukraine in the start of last year, and Russia at this time holds roughly 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our pledge to stand with Ukraine for the foreseeable future," remarked Starmer.

National leaders and top officials from the "Coalition of the Willing" took part in the Paris negotiations.

He stated at a combined announcement, he noted: "It creates the pathway for the juridical structure under which British, French, and partner forces could function on Ukraine's territory, securing Ukraine's air and maritime domains, and rebuilding Ukraine's military for the future."

The British leader added that the UK would participate in any American-headed confirmation of a possible cessation of hostilities.

Defense Assurances and Negotiation Stances

Top Washington representative Steve Witkoff stated that "long-term safety pledges and strong economic promises are essential to a enduring ceasefire" in Ukraine – alluding to a key requirement made by Kyiv.

The negotiator said the allies had "largely finished" their work on establishing such assurances "so that the citizens of Ukraine know that when this conflict ends, it ends for good."

Donald Trump's son-in-law, former American President Donald Trump's representative, also took part in the talks.

Meanwhile, France's leader Emmanuel Macron said that Ukraine's allies had made "major headway" at the meeting.

He noted that "strong" security guarantees for the Ukrainian government had been reached in the case of a possible ceasefire.

Ukrainian President Volodymyr Zelensky said that a "significant advance" had been made in the talks, but qualified that he would only view efforts to be "sufficient" if they led to the end of the war.

Earlier, the Ukrainian leader suggested a peace deal was "largely prepared". Agreeing on the last 10% would "decide the fate of peace, the destiny of Ukraine and Europe".

Unresolved Issues

  • Sovereign soil and defense assurances have been at the heart of ongoing disputes for diplomats.
  • Moscow has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will occupy it, rejecting any middle ground over how to conclude the war.
  • The Ukrainian President has to date excluded ceding any territory, but has suggested that Ukraine could pull back its troops to an mutually accepted point – but only if Russia follows suit.

Russian forces currently occupies approximately 75% of the Donetsk oblast and some 99% of the neighbouring Luhansk region. The areas form the industrial region of the Donbas.

The earlier US-led multi-point framework that was widely leaked to the media last year was viewed by Ukraine and its partners in Europe as being strongly biased in Moscow's favor.

This sparked weeks of focused negotiations – with the involved parties trying to amend the proposal.

Last month, Kyiv presented the US an revised proposal – as well as separate documents outlining prospective defense assurances and plans for Ukraine's reconstruction, Zelensky stated.
