The French Parliamentary Ongoing Crisis: The Beginning of a Fresh Governmental Reality
In October 2022, as Rishi Sunak took over as British prime minister, he became the fifth UK leader to occupy the position over a six-year span.
Triggered in the UK by Brexit, this represented unprecedented political turmoil. So what term captures what is unfolding in the French Republic, now on its sixth premier in 24 months – three of them in the past 10 months?
The latest prime minister, the recently reappointed Sébastien Lecornu, may have secured a temporary reprieve on Tuesday, abandoning Emmanuel Macron’s flagship pensions overhaul in exchange for opposition Socialist votes as the price for his government’s survival.
But it is, in the best case, a short-term solution. The EU’s second-largest economy is locked in a ongoing governmental crisis, the scale of which it has not experienced for many years – possibly not since the establishment of its Fifth Republic in 1958 – and from which there seems no easy escape.
Minority Rule
Key background: from the moment Macron called an risky early parliamentary vote in 2024, the nation has had a divided assembly split into three warring blocs – left, the far right and his own centrist coalition – without any group holding a clear majority.
At the same time, the nation faces dual debt and deficit crises: its national debt level and deficit are now almost twice the EU limit, and hard constitutional deadlines to approve a 2026 budget that at least begins to rein in spending are nigh.
In this challenging environment, both the prime ministers before Lecornu – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were ousted by the assembly.
In September, the president appointed his trusted associate Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu presented his government team – which proved to be much the same as the old one – he encountered anger from allies and opponents alike.
So much so that the following day, he resigned. After only 27 days as premier, Lecornu became the briefest-serving prime minister in recent French history. In a respectful address, he blamed political intransigence, saying “partisan attitudes” and “certain egos” would make his job virtually unworkable.
A further unexpected development: shortly after Lecornu’s resignation, Macron asked him to stay on for another 48 hours in a last-ditch effort to salvage cross-party backing – a task, to put it mildly, not without complications.
Next, two of Macron’s former PMs publicly turned on the embattled president. Meanwhile, the right-wing RN and leftist LFI declined to engage with Lecornu, vowing to reject all future administrations unless there were early elections.
Lecornu persisted in his duties, engaging with all willing listeners. At the conclusion of his extension, he appeared on television to say he believed “a path still existed” to prevent a vote. The president’s office announced the president would appoint a new prime minister two days later.
Macron kept his promise – and on that Friday appointed … Sébastien Lecornu, again. So recently – with Macron helpfully sniping from the sidelines that the nation's opposing groups were “fuelling division” and “solely responsible for this chaos” – was Lecornu’s moment of truth. Would he endure – and is he able to approve the crucial budget?
In a high-stakes speech, the 39-year-old PM outlined his financial plans, giving the Socialist party, who oppose Macron’s unpopular pension overhaul, what they were expecting: Macron’s flagship reform would be suspended until 2027.
With the conservative Les Républicains (LR) already on board, the Socialists said they would not back no-confidence motions proposed against Lecornu by the extremist factions – meaning the government should survive those ballots, scheduled for Thursday.
It is, however, by no means certain to be able to approve its €30bn austerity budget: the PS clearly stated that it would be seeking more concessions. “This,” said its head, Olivier Faure, “is just the start.”
A Cultural Shift
The problem is, the more Lecornu cedes to the centre-left, the more he will meet resistance from the centre-right. And, similar to the Socialists, the conservatives are themselves split on dealing with the administration – certain members remain eager to bring it down.
A look at the seat numbers shows how tough Lecornu’s task – and future viability – will be. A total of 264 deputies from the far-right RN, LFI, Greens, Communists and UDR want him out.
To succeed, they need a 288-vote majority in parliament – so if they can convince only 24 of the PS’s 69 deputies or the LR’s 47 (or both) to support their motion, Macron’s fifth unstable premier in two years is, similar to his forerunners, toast.
Few would bet against that happening sooner rather than later. Although, by some miracle, the dysfunctional assembly summons up the collective responsibility to approve a budget this year, the prospects for the government beyond that look bleak.
So is there a way out? Early elections would be doubtful to resolve the issue: polls suggest pretty much every party bar the RN would lose seats, but there would still be no clear majority. A fresh premier would face the same intractable arithmetic.
Another possibility might be for Macron himself to resign. After a presidential vote, his replacement would dissolve parliament and hope to secure a parliamentary majority in the ensuing legislative vote. But this also remains unclear.
Surveys show the next occupant of the Elysée Palace will be Le Pen or Bardella. There is at least an odds-on chance that French electorate, having elected a far-right president, might think twice about handing them control of parliament.
Ultimately, France may not escape its predicament until its leaders acknowledge the changed landscape, which is that decisive majorities are a bygone phenomenon, absolute victory is obsolete, and negotiation doesn't mean defeat.
Many think that cultural shift will not be possible under the existing governmental framework. “This isn't a standard political crisis, but a crise de régime” that will endure indefinitely.
“The system wasn't built to encourage – and actively discourages – the formation of ruling alliances common in the rest of Europe. The Fifth Republic may well have entered its terminal phase.”
